Something is very wrong with your set up. These cars get between 24 and 28 MPG on gasoline driving normal on the highway. If you floor it from every stop and only drive in town, well sure 12 mpg is going to happen. In my experience E85 uses 30% more fuel at heavy loads, but cruising you can set them leaner and run more timing safely, so around 15 to 20% more fuel is realistic when tuned correctly for cruising. What you also have to keep in mind is E85 typically costs about 30% less than gasoline, so the fuel cost is a wash. If you compare with race fuel, E85 is drastically cheaper, safer, and makes more power when properly tuned. You have stated you have Haltech, if that is true, you simply need to add a I/O box and ethanol sensor. The Haltech can tuned for true flexfuel, the ECU has tables that allow compensation for any amount of gasoline or ethanol once you add the I/O box and sensor.
